Case #4: Review Public Works Capital Improvement Program 1999 - 2003 <br /> <br />City Engineer Jankowski stated that a number of projects have been completed, or are <br />anticipated to be completed or underway in 1998. They have been eliminated for the <br />proposed draft of the Capital Improvement Program for 1999 - 2003. These projects <br />include: Business Park 95 - 7th Addition and 5th Addition streets, water utility, and <br />sewer utility projects (under construction); watermain looping, City Hall to 151st Avenue <br />and McKinley Street - Deal property to Jaspar Street (fall projects); Katnis property <br />redevelopment (deleted); and Comprehensive Water Study (fall start). <br /> <br />Councilmember Haas Steffen asked for more information on the capital improvements <br />program, such as where the money will come from for the projects we are planning. <br />Once the funding source is determined, the projects should then be prioritized. For <br />example, if we cannot buy the properties for 153rd in 1998, then we may have to do that <br />in 1999. <br /> <br />Mr. Jankowski noted two new projects proposed to be added to the five-year CIP. These <br />include the construction of Jaspar Street from 143rd to Sunwood Drive, and the <br />development of the former landfill property with interior streets, sewer and water similar <br />to the Business Park 95 development. These projects have been proposed for 2001 and <br />2002, respectively. <br /> <br />Councilmember Haas Steffen inquired what it might cost to build a road down to the <br />cemetery. <br /> <br />Mr. Jankowski replied that one of the projects added into the CIP actually facilitates a <br />road to the cemetery. <br /> <br />Director of Public Works Kapler suggested that a road to the cemetery could be <br />constructed in-house. <br /> <br />Councilmember Zimmerman stated he did not see where Sunwood Drive connects from <br />//57 to #116. <br /> <br />Mr. Jankowski pointed out where it was in plan and added that the bolded/highlighted <br />projects have been moved up in the schedule. For example, Riverdale Drive is moved up. <br /> <br />Councilmember Haas Steffen questioned why that project is moved up. <br /> <br />City Administrator Norman responded that the area is being talked about fight now with <br />regard to development. <br /> <br />It was suggested that we could negotiate roads with the developer. <br /> <br />Road and Bridge Committee/August 18, 1998 <br /> Page 6 of 7 <br /> <br /> <br />
