Councilmember Haas Steffen asked why we are approving this way out. <br /> <br />Mr. Norman stated he asked that it be done this way. This gives the opportunity for <br />Council to review this. <br /> <br />Councilmember Haas Steffen commented that if she knows what we have for money, it's <br />easy to put money toward roads and that she would do that before putting it toward parks. <br />She stated she does not have a problem looking at this and added that if she is shown on <br />Tuesday what is available in TIF, she can start looking and comparing. She felt that the <br />City of Ramsey will be in competition with Elk River and mentioned that if staff tells her <br />that we have some choices to make in order to do the things staff says we need to do, she <br />will deal with road and bridges before she deals with parks. That's how we have to move <br />our people and how we will entice tax base. She added that she will not, however, want <br />to do anything until we know what kind of a pool of money we have. She noted that the <br />storm water is not shown in here. <br /> <br />Councilmember Zimmerman asked if we should be giving some help to industrial and <br />then asked if the developers said they would like the City to contribute to the road. <br /> <br />Mr. Norman responded that they did ask. He added that the CIP does not go directly to <br />the City Council now - it will go to a work session or maybe again to the Road and <br />Bridge Committee. <br /> <br />Discussion ensued relating to the CIP: senior housing has to take place right away - we <br />need to see figures for that. 153/155 will have to sit until we see what there is with regard <br />to revenues. Salary costs are all in one place. The huge ticketed items should be <br />highlighted - such as positions and land acquisitions. The CIP should be put in a "quick <br />look" format. The nickel and dime stuff is not where we need to spend our time in <br />discussion. It was noted that it is Council's job to figure out where we will get the money <br />from and it was added that maybe a lot of different funds are not necessary.
