ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Wednesday, <br />September 16, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Mayor Thomas Gamec <br />City Administrator James E. Norman <br />City Engineer Steve Jankowski <br />Director of Public Works Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular Road and Bridge Committee meeting to <br />order at 5:10 p.m. <br /> <br />CITIZEN INPUT <br /> <br />City Engineer Jankowski noted that Chris Lamprecht of 17060 Bison Street NW is <br />present to talk about the Bison Street assessments. Last August, the City held a public <br />hearing for the paving of Bison Street. A feasibility study was done which proposed that <br />all properties be equally assessed. Mr. Lamprecht expressed a concern about the small <br />amount of frontage he has in comparison to the neighbors. Mr. Jankowski stated that he <br />promised to discuss this issue with the Road and Bridge Committee. <br /> <br />Mr. Lamprecht showed the size of his lot compared to the others and asked that it be <br />assessed on road frontage instead of the way it is being done. <br /> <br />Mr. Jankowski stated that the paving of the north half of Bison was done in 1996 and <br />some of the lots that were assessed are disproportionate and the City did that on the same <br />per unit basis. <br /> <br />Councilmember Haas Steffen inquired if assessing by unit is part of an ordinance to <br />which Mr. Jankowski replied yes but the ordinance allows us to assess either method. He <br />noted that one of the things he discussed, via phone, with Mr. Lamprecht is the small <br />amount of dirt roads lef~ in the City. A couple have issues - we have three that are just <br />too expensive. The other is in Caroline Acres and the other is a frontage road on T.H. <br />#47 where there's no one to help pay for it.
