Councilmember Haas Steffen asked if the agreement is a good one and noted that the <br />agreement with regard to the Old School was not a good agreement. <br /> <br />Mr. Jankowski replied that he feels it's a good agreement. <br /> <br />Couneilmember Zimmerman also felt that it is a good agreement. <br /> <br />Director of Public Works Kapler reported that the fence on the southeast comer has been <br />moved to the northeast comer. We could make a minimal maintenance access. He had <br />conversation with Public Works Supervisor Merle Mevissen and he (Mevissen) feels <br />confident we could make such a path which could be driven on. <br /> <br />Councilmember Haas Steffen suggested there should be somewhere to park. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to direct that the City Attorney review the easement agreement with Bury and Carlson <br />and that the Public Works Department construct a minimum maintenance road to the <br />Foster Cemetery site. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. <br /> <br />Case#3: Discuss Letter to Anoka County Regarding Advancing the <br /> Signalization of C.R. #116 <br /> <br />City Engineer Jankowski stated that last spring, the City wrote a letter of support to <br />Anoka County for signalization of Dysprosium and #116 intersection. It was one of 21 <br />intersections that met warrants. He noted that the Committee may wish to consider <br />offering the additional incentive of advancing funding for the signalization such that the <br />intersection signalization completion would coincide with the opening of the senior <br />housing project, Signalization projects generally take significant lead-time, so discussion <br />with the County should start now. <br /> <br />Councilmember Haas Steffen stated that she has spent several hours talking with Anoka <br />County Commissioner Dennis Berg about signalization on #116 and Dysprosium. He <br />indicated that Anoka County had 33 intersections that met warrants and this intersection <br />is about number 31 on the list. The County does about three intersections a year. <br />Commissioner Berg indicated that there was no such support from the City of Anoka <br />which shares the fourth leg of this intersection on Thurston Avenue. Councilmember <br />Haas Steffen thought that the project may require turn lanes and possibly an extension of <br />the four lane to T.H. #47 and that Commissioner Berg feels without turn lanes, we will be <br />defeating the purpose.
