proportionately lower cost than the feasibility study estimate if project//98-08,//98-09, <br />and//98-11 are lower than the estimate. <br /> <br />Councilmember Haas Steffen inquired if the City would be "breaking new ground" with <br />Options 2 and 3 to which Mr. Jankowski replied yes. Councilmember Haas Steffen <br />commented so the City could be assessing a higher cost than what it might be. They will <br />ask about getting money back. There would have to be a mechanism in place to keep <br />track and refund the money. She inquired if you can change the amount to more if it <br />comes in higher. <br /> <br />Direction was to get answers to the questions of the Committee and to also get a legal <br />opinion on these options. <br /> <br />Case #5: Update on T.H. #47 STP Project <br /> <br />City Engineer Jankowski stated that the purpose of this case is to present an update on <br />issues of interest on the T.H. #47 STP Project. The public hearing date on the <br />environmental assessment document has been scheduled for Tuesday, September 29, <br />1998, in the Council Chambers. The hearing will be an open house type format between <br />5:00 p.m. and 8:00 p.m., however, a brief formal presentation will be made at 7:00 p.m. <br />Mr. Jankowski reported that SRF was to give him a cost estimate concerning the costs <br />and grant eligibility of a pedestrian underpass and overpass from the senior housing <br />parcel across to the northwest comer of the intersection of C.S.A.H. #5 and T.H. #47. <br />The feasibility of a pedestrian underpass under T.H.//47 south of the T.H. #47/C.S.A.H. <br />#5 intersection will also be addressed. SRF has checked with MnDOT and this would be <br />grant eligible. There is a cap on it however. <br /> <br />The Committee directed Mr. Jankowski to find out how much it is before we hit the cap. <br /> <br />Mr. Jankowski continued. The issue of drainage improvements associated with the <br />project was also of particular interest to the Road and Bridge Committee. A conceptual <br />drainage scheme has been formulated and the plan consists of delineated drainage <br />boundaries and culvert locations. The pipe has not been sized at this point. Staff has <br />suggested a meeting during the week of September 14 to include the City's storm <br />drainage plans into the design. Staff will advise the Committee of the time of this <br />meeting. Mr. Jankowski reported that appraisals have been initiated on the 12 remaining <br />single-family residences. <br /> <br />Councilmember Haas Steffen queried if the EIS is doing what they are supposed to do to <br />which Mr. Jankowski replied he did not know. <br /> <br />Staff was directed to find out about the EIS.
