Councilmember Haas Steffen reiterated that the City should take the fill out of there and
put in rock.

Director of Public Works Kapler stated that he agrees with Mr. Jankowski. The hole
should not have rock put in it because it is too hard to mow. However, maybe planting
would work. He offered to assist in figuring out a way to get it stabilized.

Councilmember Haas Steffen pointed out that she is not talking about big rocks. She
feels it is the City's job to take care of this. There should be a policy regarding this - in
writing. She does not want these people to pay money for what she thinks is a
misunderstanding. She asked that some of this be resolved by the night of City Council.
She asked who would be responsible for mowing the turf and added that on this one, the
City should dress up the sides. We will work on a policy but this one has to be fixed
now. Take what's in out - put in black dirt and plants, or whatever it needs. Figure out
what to do, figure out the costs, talk to the people and try for this to be done in the spring.

Direction of the Road and Bridge Committee was that the cost of this should be placed on
the October 8, 1998 City Council meeting.

COMMITTEE INPUT

1) Northern AirGas

City Engineer Jankowski stated that the City has an agreement to provide a drive along
McKinley Street for Northern AirGas. We bid it out at $16,000. It is in the budget. The
question is, if McKinley goes through, we would take this 24" strip and would have to
modify it. Staff is wondering if we should just build it as a street.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to recommend Council authorize a Change Order in the amount of $7,000 in order to
widen the 24-foot driveway to the full 44-foot width of McKinley Street.

Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting
No: None. Absent: None.

2) County Ditches

City Administrator Norman stated that he will go before the Lower Rum River Water
Management Organization to discuss the County Ditches this week.

3) CIP Workshop

City Administrator Norman disseminated a handout of what he is planning to present at
the CIP work session. He explained the TIF Districts and what the plan is. He noted a
few other things that he is hoping to discuss at the work session.

Road and Bridge Committee - September 16, 1998
Page 7 of 8
