<br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Concept Plan for <br />Terrace Hills Apartments <br /> <br />City of ~ <br />RAMSEY <br /> <br />3 <br /> <br />- <br /> <br />By: Breanne DaInes, Associate Planner <br /> <br />Background: <br /> <br />Roger Fink ofTrident Development, LLC is planning to submit a formal site plan application for an <br />apartment building on the lot within the Ponds subdivision (property directly west of the Ramsey <br />water tower located on Nowthen Boulevard and Dysprosium Street). The property is currently <br />zoned R- 3 high density housing, and was rezoned as part of the Ponds rezoning request in February <br />of2002. The original intent of the property was to be developed with approximately 60-70 units of <br />senior housing. <br /> <br />Trident Development is proposing a 63 unit, general occupancy, 3-story building on the Ponds <br />property, which is approximately 4 acres. The resulting density is 14.89 units per acre, which <br />confonns to the maximwn R-3 density permitted. The project proposes 63 covered parking stalls <br />and 101 surfuce perking stalls, which equates to 2.6 spaces per unit. Of the 63 covered stalls, 27 are <br />proposed to he attached to the building and 36 are proposed to he located in detached garages. <br /> <br />Based on a preliminary review of the proposal, the following items should he considered: <br />1) Density 1rnnsitioning: City Code requires density 1rnnsitioning in the form of a <br />vegetative buffer and/or commouly-held land. Density 1rnnsitioning will need to he <br />oonsidered along the westem boundary of the property. <br />2) Architectural standards: The proposed buildings must meet the architectural standards <br />for materials proposed, the use of brick, stone, or stucco on 35% of the front and side <br />fayade, and a variation of colors and architectural detail. <br />3) Re-routing of Highway 47: Consideration should he given to possible re-aligmnent of <br />Highway 47 when placing the proposed building. Staff does not helieve there will a <br />significant problem with the proposed location of the building. <br />4) Wetland/Shoreland Protection: The property on which the apartment is proposed is <br />approximately 1,500 feet from the accepted edge of Ramsey Terrace Pond, and <br />therefore is not subject to the Shoreland Regulations. The western edge of the property <br />lies about 60 feet outside of the wetland edge, as generally delineated on The Ponds of <br />Ramsey plat. <br /> <br />A formal site plan application will he required, but has not been submitted at this time. A detailed <br />staffreview will be conducted at that time. <br /> <br />Attachments: Proposed site plan and building elevations. <br /> <br />Action Statement: Review the concept plan and provide the developer feedback regarding to site <br />layout, the design of streets and driveways, and general development proposal. <br /> <br />CCWS: 4.10.07 <br />
