The City is working-V\rith NfnDOT to improve the capacity of TH 10. The improvement to the Sunfish Lake intersection is currently scheduled for 2008. 12. Utilities and Water Usage: The development will need to be served by municipal water and sanitary sewer. These services were installed in Ebony Street in 2005 and two servic~s were stubbed out at the direction of the property oYmer who had anticipated tvvo multifamily buildings being developed on the site_ A utility plan dated August 3, 2006 has been submitted illustrating how the six. twinhome units proposed would be served by the utility stubs provided. The connection proposed in this plan for the sanitary sewer services in this plan is generally acceptable, however staff would recommend that cleanout be provided at each location were the flow would make a 90 degree bend or greater. This would require additional cleanouts for the building sewers servicing units 2, 4 and 5. With regard to the water services to these units, staff is recommending that a 4- inch ductile iron watermain be placed parallel to Ebony Street behind the east curb line to service all six units. This 4-inch main would be connected into the two 4-inch service stubs currently ill place. All six units would be provided with a I-inch copper service stubbed into the 4-inch ductile iron watermain. The developer vvill. need to pay sewer and water trunk charges on five units (a single trunk charge wa.s assessed at the time the sewer and watelmain was installed for the existing lot of record). In addition the developer shall be responsible for the costs associated '\\<ith modifying the building services including restoration within the right of way of Ebony Street. 13. Sewer and Water Trunk Fees: As discussed in #12. sewer and water trunk charges are due on 5 of the 6 units. TIle rate in effect at the time of final plat approval will be charged; payment will be required before the plat is released for recording. 14. Park Dedication: The proposed plat will be fOT'Naroed to the Park Commission for a recommendation on park dedication. The City has the option for cash, land, or a combination of the two. Payment will be required before the plat is released for recording. 15. Trail Development Fees: The trail development fee in effect at the time of final plat approval ,viII be charged; payment vvill be required before the plat is released for recording. 16. Stormwater Management Fee: The stormwater management fee in effect at the time of final plat approval vvill be charged; payment will be required before the plat is released for recording. 17. Sidewalks: City Code requires the installation of sidewalks along one side of all n011 cul~ de-sac public streets. A sidewalk is currently in place along the east side of Ebony Street. This sidewalk vvill need to be protected or restored fOllo'Wing the construction activity. -126-
