<br />Preliminary Plat and Site Plan Review: EbOny Woods <br />August 31,2006 <br />Revised: September 22, 2006, December 20, 2006; April 5, 2007 <br />Page 60f7 <br /> <br />18, Landscaping Plan: The May 11, 2006 landscaping plan is generally acceptable with the <br />following comments: <br /> <br />o Foundation plantings. including shrubs, perennials. and possibly ornamental grasses, <br />around each of the units are strongly encouraged. <br />o Planting depth shall be such that the trunk flare is at or just above grade level. Trees <br />planted too deeply will be rejected,. . <br />o At installation. only prune branches that are broken or deformed. <br />o Any pruning cuts that are necessary shall be made just outside the branch collar, NOT <br />flush with bark. <br />o Deciduous trees shall have a caliper of at least 1 inch and coniferous trees shall be at <br />least five (5) feet in height at installation_ <br />o A 2- to 4-inch layer of organic mulch. covering at least the area of the planting hole. <br />shall be applied (do NOT pile mulch up around trunks)_ <br />o All areas not otherwise improved in accordance with the approved site plan must be <br />sodded. All landscaped areas must be irrigated, with the exception of the tree <br />pres'ervation area. The proposed irrigation system will need to be reviewed by the City <br />Engineer. The irrigation system will need a dedicated service(s) that must be shO\vn <br />on the utility plan. please submit details regarding the utilities for such a system. <br /> <br />16, Density Transitionim::: Density transitioning is required along the eastern boundary oftbe <br />site. Existing vegetation within the tree preservation area. appears to satisfy the <br />transitioning requirement. The lot to the south. Lot 1 Block 1 Clemens 2nd Add,. is <br />currently vacant. . City Code does not require density transitioning measures when a <br />proposed residential development is adjacent to a vacant parcel. However, that lot was <br />just recently created (received final plat approval in November of 2005) with the intent of <br />constructing a single family home on the lot. Council will need to weigh in on whether <br />any transitiom.ng measures need to be 1lli;tituted along the southern property line. Some <br />factors to consider include: <br />'"-1'h~r€_ar€_twQ_rGws.Q:t:-trees._consisting-ofred_pine_and-gree11-ash,_as..w:elLas3_e_YJ~mL <br />silver maples, on the adjacent vacant lot, along the common property line that would <br />provide some buffering. <br />. These existing trees are not lll1der the control ofllie developer, and thus no <br />conditions/stipulations can be placed on tllem concerning preserving or replacing <br />them. <br />. If additional landscaping is required for transitioning purposes, there is not adequate <br />growing space between the proposed building and the property line. considering the <br />canopy spread of the existing trees. A revised site layout would be necessary. <br /> <br />17. Tree Preservation Plan: The tree preservation plan. dated May 11, 2006, is acceptable. <br />Tree save fencing must be installed prior to any consullction activity and must remain in <br />place and in tact throughout the development of the site.
