ease #2

Preservation or ROW in Vision Clearance Triangle

Background:

In 2004 the City adopted Ordinance #04-23 which established a vision clearance triangle at each
intersection comer to provide adequate sight distance for vehicles entering the intersection. In
the process of developing this ordinance it was anticipated that there would be conflicting
interests between the City's concern for public safety and the desires of property owners to
landscape their properties. As new streets are platted staff feels that such potential conflicts can
be minimized if the vision clearance triangle is dedicated as a portion of the right-of-way.

Motion to recommend to City Council that the platting requirements be modified to require the
inclusion of the vision clearance triangle as a portion of right-of-way dedication.

Action:

Ratify the recommendation of the Public Works Committee.

ease #3

Consider Adoption of Parking Ramp Bicycle Locker Rental Agreement

Background:

Some of the amenities associated with the new parking ramp are eight bicycle lockers which
enhance the multimodal dimension of the parking ramp. These lockers are to be available to the
public on a first come basis. Attached is a rental agreement for the use ofthese lockers which is
based upon a model agreement used by another community.

Motion to recommend to City Council the adoption of the draft Bicycle Locker Rental
Agreement.

Action:

Ratify the recommendation of the Public Works Committee.

Case #4:

Consider Financing for 160th Lane Paving Project

Background:

The Trappers Ridge subdivision consists of a two lot subdivision which was platted at the
terminus of 160th Lane in 2004. The westernmost 420 feet of 160th Lane has not been
constructed, however a 66 foot road easement existed over the two properties at the end of the
paved street. At a February 7, 2006 City Council work session the Council addressed this issue
that was forwarded to them at the September Public Works meeting. The Council agreed that if a
right-of-way is to be used by the general public it needs to be maintained by the City. Council

-154-
