<br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #07-04-XXX <br /> <br />A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FROM THE <br />COUNCIL CONTINGENCY FUND TO THE POLICE BUDGET OF PROFESSIONAL <br />SERVICES TO COVER THE COST OF CLEAN-UP OF HAZARDOUS MATERIALS. <br /> <br />WHEREAS, on March 25, 2007, the Ramsey Police Department responded to a call of <br />the remnants ofa methamphetamine lab "dumped" at the 15100 block of Puma Street in the City <br />of Ramsey; and <br /> <br />WHEREAS, officers located what was found to be "Hazardous Materials" that had been <br />discarded by unknown persons; and <br /> <br />WHEREAS, West Central Enviromnental Consultants responded to the scene to gather <br />up the materials for safe disposal; and <br /> <br />WHEREAS, the property owner was not responsible for the materials and assessing the <br />cost of clean-up back to property owners such as this would discourage the reporting of dumped <br />hazardous materials; putting themselves and others at risk. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />I) That the Council approves the City fund the clean-up of the meth lab dump_ <br /> <br />2) That the amount of $3,163_78 be transferred from the Council Contingency Fund to <br />the Police Budget of Professional Services to pay Invoice #54146 from West Central <br />Environmental Services for clean-up of the clandestine meth lab materials. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />. and the follo\-Ving voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council <br />this the _ day of April, 2007_ <br /> <br />Mayor <br /> <br />ATTEST: <br /> <br />City Clerk <br /> <br />-82- <br />
