She stated that in exchange for the more restrictive changes, he would ask for a more expanded <br />list of acceptable uses. She indicated there is an industrial steel outfit across the street, and <br />prospective users will see that. She indicated that on the Ramsey side, there is a drywaller, horse <br />raising, truck docking, landscaper contractor and excavating contractor. <br /> <br />Associate Planner Wald stated staff looked at a lot of' ordinances. Burns Township cautioned <br />them to be careful of what they implement, as they are finding some issues in allowing the uses <br />to be too broad. <br /> <br />Chairperson Nixt indicated he understands staff's position; they have unique situations in <br />Ramsey, and this is not going to be developed anytime in the near fnture. He noted, however, <br />that on one hand they have the Town Center concept plan that says let's encourage people to <br />work from home, and yet they are being restrictive here. He would ask staff to develop <br />something that gives the City some flexibility, as he is sympathetic to the applicant's issue. <br /> <br />Chaitt~erson Nixt indicated employees should be looked at; you can have a larger structure on <br />more acreage which would allow for more employees, with a limit. <br /> <br />Associate Planner Wald indicated that Subd. 4c. is the only section that limits uses. <br /> <br />Ms. Moreland indicated one of the restricted uses in that section is welding, however the steel <br />business has been there for years and has not offended the neighbors. She stated that Brainerd <br />has a good ordinance, and Ramsey may want to look at it for reference. <br /> <br />Gary Hanson expressed that there are usually restrictions on the number of unrelated occupants <br />in a house, and for this he thinks parking should be considered for the number of employees. <br /> <br />Commissioner Van Scoy stated he also likes tying the number of employees to the acreage. <br /> <br />Ms. Moreland stated that when looking at making an investment, knowing the permit can be <br />revoked and is non-transferable may hamper the marketability. <br /> <br />Chairperson Nixt indicated the City is not looking at creating investment properties, they are <br />looking at allowing a business from home, generally. <br /> <br />Commissioner Reeve stated he wants there to be a home on the property, not just an accessory <br />structure. <br /> <br />Associate Planner Wald indicated that is one of staff's concerns. She noted there are at least two <br />other properties like this in the city. She indicated there may be situations where a business is <br />okay without a home, but this would give the Planning Commission the flexibility to review and <br />make that determination. <br /> <br />Planning Commission/May 1, 2003 <br /> Page 11 of 17 <br /> <br /> <br />
