Absent: Commissioners Johnson and Shepherd. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular meeting minutes dated March 11, 2003 <br />2) City Council regular meeting minutes dated March 25, 2003 <br />3) City Council regular meeting minutes dated April 8, 2003 <br /> <br />Chairperson Nixt noted the City Council minutes. <br /> <br />Commissioner Van Scoy asked if it was normal for the City Council to request a change in the <br />Findings of Fact. <br /> <br />Community Development Director Frolik indicated that they have the authority to do so. If they <br />were changing it from the recommendation the Planning Commission adopted, they would have <br />to adopt their own Findings of Fact. She indicated that in the case referred to, the Council <br />wanted to grant the Interim Use Permit, so they had to adopt Findings of Fact favorable to the <br />applicants request. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: Request for a Home Occupation Permit; Case of Florence Kahlstorf <br /> <br />Presentation <br /> <br />Associate Planner Wald presented the staff report, explaining that the City received an <br />application from Florence Kahlstorf for a home occupation permit to establish a massage therapy <br />business in her home on the property located at 7136 159th Lane. Florence will be the sole <br />employee and she expects to service a maximum of 1-2 clients per day. She would like to <br />operate Monday - Sunday 7:00 a.m. to 9:00 p.m. She advised that staff recommends approval of <br />the request. <br /> <br />Citizen Input <br /> <br />There was nolle. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to close the public hearing at <br />7:10 p.m. <br /> <br />Motion Carried.
