Absent: Board Member Johnson. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Construct an Accessory Structure closer to the <br />Front Property Line than the Principal Structure; Case of Chad and Melissa <br />Fossum <br /> <br />Presentation <br /> <br />Principal Planner Patrick Trudgeon explained that the Ramsey City Code states that no accessory <br />structure shall be constructed closer to the front property line than the principal structure. He <br />further stated that for lots zoned R1 Single Family Residential the front yard setback for accessory <br />structures shall be forty feet or same as the principal structure, whichever is greater. Principal <br />Planner Trudgeon stated that the principal structure is located approximately sixty-five feet from <br />the front property line. The proposed detached accessory building will be approximately forty feet <br />from the front property line. He added that the site plan submitted reveals several constraints on the <br />property restricting the applicants from placing the accessory structure in such a manner that it is <br />not nearer the front property line than the principal structure. He stated the property slopes steeply <br />down on the south side, the well is located to the east and the northwestern portion of the property <br />contains the septic tank and drain field. Principal Planner Trudgeon mentioned that the property is <br />.83 acres, smaller than the 1-acre minimum in the proposed ordinance change. He stated that the <br />location of the septic system would prevent them from building 65 feet back. He explained that the <br />Fossums had originally asked for a variance to place the structure 7 feet back, however following a <br />meeting with Staff they agreed to place it 40 feet back. City staff recommends approval of the <br />variance application. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustments meeting at 7:06 p.m. in <br />order to call the public hearing to order. <br /> <br />There was no citizen input. <br /> <br />Motion by Chairperson Nixt, seconded by Board Member Kociscak to close the public hearing. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Board Members Kociscak, Brauer, Johnson, <br />Reeve, Van Scoy and Watson. Voting No: None.
