Mr. Goodrich asked for Council direction on a time line for the election.

Mayor Gamec suggested it should not be longer than one year.

Mr. Hendriksen wondered why Council would want to delay the election for a year when there is
no purpose to do so. He reiterated that this bill is not what the citizens of Ramsey want and
should not be presented as coming from them.

Mayor Gamec felt that spending $100,000 on a law suit is not in the best interest of the City of
Ramsey and this proposal could help avoid that.

Councilmember Haas Steffen stated that this is a good government bill that will allow more
people to act on proposed Charter amendments. The State legislature will decide whether or not
to change the state law.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Resolution
#98-01-010 in support of legislation amending State Statutes relating to Charters and Charter
amendment procedures. This motion includes changing the Charter Commission review period
from 30 days to 15 days and that the election will take place within a year.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer and Haas Steffen.
Voting No: Councilmember Zimmerman.

Case #9: Authorize Hiring Community Development Assistant

Acting City Administrator Waite Smith noted that Sean Walther is present and staff is
recommending that Council hire him to fill the position of Community Development Assistant.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize hiring
Sean Walther to fill the position of Community Development Assistant, effective January 14,
1998, at an annual salary of $24,000.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT:

1) Accessory Buildings

Mayor Gamec felt that the City is running into a real problem with accessory buildings. He
suggested that staff look at the criteria for accessory and/or pole buildings for different acreage.
For example, if a person has two acres and under, an accessory building must be of wood
construction and match the exterior of the home. If you have from two to five acres, pole
buildings will be allowed following certain regulations. If you have five acres or larger, pole
buildings will be allowed. He asked that staff work on this and bring suggestions back to
Council.

City Council/January 13, 1998
