Mayor Gamec stated the mileage on the patrol cars is checked periodically to make sure the
police officers are patrolling the residential streets.

Councilmember Haas Steffen questioned if Mr. Fountain was asking whether citations were
issued for illegally parked cars.

Mr. Fountain stated that was in addition to people pushing their snow into the street.

Mayor Gamec suggested Mr. Fountain advise the Public Works Director regarding his areas of
concern.

Director of Public Works Director Kapler stated he hasn't received a lot of calls about residents
pushing snow into the street. He has seen some instances and spoke to the residents directly. He
stated after discussions with the plow drivers, he believes this is happening after the plows go by.
He stated he will bring it up at the departmental meeting to be held Wednesday, January 28,
1998.

Mayor Gamec noted there is a contractor hired by the City to plow the cul-de-sacs.

Mr. Fountain stated Mr. Kapler is correct that the residents are pushing snow out into the street
after the plows have gone by.

Mr. Terry Hendriksen, 15651 Ramsey Boulevard, stated he appeared several months ago before
Council regarding the Charter Amendment process being followed. At that time, City
Administrator Schroeder stated the Council was in a visionary process and not in a planning
process. It was noted Mr. Hoisington is in the process of drafting the Comprehensive Plan. No
vote on modifying the MUSA boundary has been made by the Council. The Charter
Amendment was passed in 1995. Mr. Hendriksen stated he believes if the Comprehensive Plan
is being worked on, the Council should be voting on whether or not to expand the MUSA. The
last time the Plan was updated, it was done by staff and due process for notification of residents
was not followed.

Mayor Gamec stated Mr. Hoisington will be holding a hearing at the Planning Commission level
and added that Council has not seen the new Plan.

Mr. Hendriksen stated the Charter states if the MUSA expansion is to be done, a Council vote is
necessary.

Mayor Gamec suggested Mr. Hendriksen call Fred Hoisington.

Mr. Goodrich stated he will research the issue and report back to Council at the next Council
Meeting.

APPROVE AGENDA

Case//5 will be deleted this evening.

City Council/January 27, 1998
