Mayor Gamec felt that, overall, last year went well. <br /> <br />2) Personnel - Staff: <br /> <br />Detail of Reports and Information - Staff needs to get the proper information and all the <br />information possible to the City Council. Staff needs to research back as far as possible to <br />get all the facts so Council isn't put in the predicament of not knowing what promises were <br />made by past Council and staff. An example used was the Art Raudio and Rick Foster <br />property. Council suggested using a tickler file to assist in remembering what actions were <br />taken and what promises were made. There could be a sheet stapled on the inside front of the <br />project file which shows a list of what's been done and the motions made. A fact sheet with <br />points to be remembered should also be included. <br /> <br />EDC Position - The job description for the Economic Development Coordinator position <br />was reviewed. City Administrator Norman stated that community development is a very <br />important principle and that this position is important to re-fill. The position is funded as <br />entry level and has been taken care of in the interim with a contract person. He stated he will <br />be recommending filling the position as entry-level and allowing Mike Mulrooney to <br />continue his contract. He stated that if Council is willing to look at this approach to this <br />position, he will remove it from the 02/10/98 Personnel Committee/Council agenda and bring <br />it back to City Council in a month or so. City Attorney Goodrich stated there are major <br />problems with development agreements. Councilmember Beyer pointed out that she has <br />requested that all development agreements be reviewed by the City Attorney prior to Council <br />approving them. <br /> <br />Performance Pay - Pay for performance was not discussed per se, however, the City <br />Administrator was given approval to contact a consultant with regard to salary schedules. <br /> <br />Term Limits - Administrative Services Manager Waite Smith reported that she has met with <br />the Planning Commission on term limits and she will be meeting with the Park and <br />Recreation Commission this week. The Commissions, along with Ms. Waite Smith, are <br />trying to work out a way to stagger terms so that commissions will not end up with too many <br />inexperienced people at a time. A decision does not have to be made until October for the <br />Planning Commission, so there is time to work on this. Councilmember Haas Steffen <br />suggested figuring out a different way to recruit people as she feels there are a lot people in <br />the City who would serve well on these commissions. Councilmember Beyer felt that term <br />limits would help get more people involved. <br /> <br />Job Description and Responsibilities - A comparison of positions, with regard to the City <br />Engineer and the Fire Chief/Director of Public Works, was handed out to the City Council. <br />Councilmember Haas Steffen suggested that the City Engineer should report to the Director <br />of Public Works. She felt that four good supervisors were enough; there shouldn't have to be <br />five.
