Councilmember Haas Steffen questioned who the Community Development Department <br />would report to if the City contracted out for its engineering services. <br /> <br />Committee Structure - It was strongly suggested that a Resolution Committee be formed. <br />This should consist of a couple of Councilmembers and a couple members of staff. This <br />committee would deal with resolving problems in a timely manner. This would eliminate <br />instances such as the Farber drainage problem going on for more than a couple of years. <br />Another example would be the traffic concerns on 149th. At what point a problem would be <br />relayed to this Committee was not determined. Council suggested staff come up with <br />suggestions on this and bring them back to Council. This committee would be a general <br />government committee and would deal with all kinds of problems. If Council did not agree <br />with the resolution proposed by the Committee, they could vote against it. Councilmember <br />Haas Steffen suggested that instead of a Road and Bridge Committee, there should be a <br />Public Works Committee. If there are road and drainage things to discuss, it would be <br />handled by the Public Works Committee. Park issues would also be dealt with by the Public <br />Works Committee. She also felt that a Management Committee to deal with persormel issues <br />would be better to have than a Personnel Committee. Councilmember Haas Steffen stated <br />she was not sure the City is organized as effectively right now as it could be. (It was <br />mentioned that the traffic issue on 149th is still a problem - residents are still calling the <br />Councilmembers to see what will be done. This issue needs to be resolved. Councilmember <br />Zimmerman was in favor of speed bumps. He noted there have been no complaints of <br />speeding traffic from the residents on Dysprosium Street since the speed bumps were put in.) <br /> <br />Bond Basics - City Administrator Norman requested permission to check into financial <br />consultants, other than Springsted which the City is currently using. Council approved of the <br />request. It was noted that a special Council meeting should be held to receive bonding and <br />TIF information. <br /> <br />Public Works (Direction) - City Administrator Norman commented that it is a transition <br />period at the present for the Public Works Department. <br /> <br />Agenda Information - Needs - Time - Mayor Gamec felt that staff is doing okay in getting <br />the Council agendas out in a timely manner. <br /> <br />3) Comprehensive Plan - Status <br /> Meetings <br /> <br />Mayor Gamec commented that if the Comprehensive Plan is submitted the way it appears it <br />will be and the City's Charter remains as it is, the City will be in a bad situation. A <br />discussion ensued relating to sensible land use. Councilmember Haas Steffen mentioned that <br />the City of Ramsey has areas that would be perfect for cluster development. With regard to <br />the MUSA - it was suggested that there needs to be some investigative work done on case <br />law, state statutes, etc. We need to find out where we are and if we should be getting some <br />legal rulings. Councilmember Haas Steffen stated that Jack Miller has already announced he <br />will be suing the City of Ramsey. She suggested there are others who may and she did not <br />want to go to court over everyone who wants to develop their property.
