Goodrich stated that the biggest legal issue is with the first Charter amendment which deals <br />with the MUSA expansion. Council reiterated that Mr. Goodrich needs to take care of <br />getting investigative information. Attorney Goodrich will contact Hoisington Koegler <br />Group, Inc. and request an updated proposal for additional planning services related to the <br />Charter amendment. <br /> <br />4) Attorney <br /> <br />City Attorney Goodrich announced that he has been attending the weekly staff meetings for <br />the past four months and that has been extremely helpful. He stated that closer attention has <br />to be paid to the land deals that are in process. There is land being held for companies <br />without deposits and there are incomplete contracts. He reiterated that development <br />agreements need to be reviewed. <br /> <br />COUNCIL AND STAFF INPUT <br /> <br />Talking with the Press - Staffmust not give any information to the press if the information <br />is not complete. There should be a policy written where anything that is going to print <br />should first be reviewed and okayed by the City Administrator. <br /> <br />Reprimands - If a staff reprimand is necessary, it should be dealt with by Personnel, the City <br />Administrator and possibly City Attorney. Council should not be dealing directly with this. <br />Supervisors must do honest appraisals which would avoid a staff member not realizing he/she <br />is not performing adequately. <br /> <br />Weekly Update - The City Council felt that the Weekly Update furnished by City <br />Administrator Norman was very informative. They appeared to like the idea and format and <br />offered no suggestions for change. <br /> <br />Expenditures - A discussion ensued relating to the expenses that will occur with the T.H. <br />#47 project. City Attorney Goodrich was advised that he should double the amount <br />suggested for relocating the homeowners involved. There being several huge expenditures <br />pending, it was suggested to maybe hold off on some other purchases (e.g. Police squad cars <br />[providing this would not prohibit the City from receiving the discounted rate through the <br />State of Minnesota Cooperative Purchasing Venture]) Councilmember Haas Steffen stressed <br />the importance of knowing that we have the money for these large projects and where the <br />money will come from. <br /> <br />Economic Development Commission - A discussion ensued relating to the role the <br />Economic Development Commission plays in the City of Ramsey. It was the hope of the <br />Council to get this Commission more active again. They had a good business visitation <br />program started at one point and it was felt that they could be active in that respect again. <br /> <br />· Metropolitan Council - Councilmember Haas Steffen stated there is a proposal that 15 <br /> members of the Metropolitan Council would be County Commissioners.
