support for this proposal and she felt that the City Council should discuss it. She was not
necessarily in favor of an elected Met Council.

Internet - City administrator Norman reported that the City of Ramsey is not on the Internet.
He noted that the cities of Anoka, Coon Rapids and Fridley work on a contractual agreement
with the Internet. He stated he would gather information on this contract and present it to
Council. Council also asked that computer compatibility with GIS and tax records be
checked into.

Negotiations - City Administrator Norman disseminated a comparison of salaries which
included the City of Ramsey minimum and maximum salary versus the Stanton Group Six
Cities. He stated that the AFSCME Union has been asking for a compensation plan and it's
difficult to negotiate off their proposal. Therefore, he asked Administrative Services
Manager Waite Smith to do the comparisons on the handout. He sought permission to use
Labor Associates, Inc. to propose a salary schedule - something standardized. Ms. Waite
Smith explained that she took every position in the City and found a position to compare it to
in the Stanton survey. According to the results, only Ramsey's Police Officers are paid
comparable to the other cities. Councilmember Haas Steffen felt that the demands of the
position must be looked at also. A wage should not be given simply by title alone - the total
job description must be looked at. Mr. Norman and Ms. Waite Smith agreed and Ms. Waite
Smith added that a consultant would be helpful in this area and she felt that the Union would
be more susceptible to this also. Councilmember Haas Steffen expressed concern about levy
limits and seeing an overall financing plan.

· Work Session - Mayor Gamec reminded Council of the meeting scheduled for 6:30 p.m.,
Tuesday, February 17, which will include members of staff and commissions.

ADJOURNMENT

The work session adjourned at 7:55 p.m.

Respectfully submitted,
/~

~~)y Administrator

Council Work Session/February 9, 1998
