additional services in the scope and on the terms and conditions as outlined in Hoisington's letter <br />dated February 18, 1998 and to authorize the budget amendment allocating $30,000 from the <br />1997 excess revenues in the General Fund for the additional planning, and to authorize the City <br />Attorney and the Kennedy & Graven law firm to research the legal issues relating to Chapter 14 <br />of the City Charter and give their legal opinion on this subject within the next 60 days at a cost <br />not to exceed $4,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeahen. <br /> <br />Mayor Gamec recessed the City Council meeting at 9:04 p.m. <br /> <br />Mayor Gamec reconvened the City Council meeting at 9:12 p.m. <br /> <br />Case #4A: Discuss Proposed Diamonds Sports Bar & Grill <br /> <br />James Martin, 3740 Lincoln Terrace Lane, Plymouth, read a statement requesting the City <br />Council permit the platting of his property located along and fronting on U.S. Highway #10 and <br />adjacent on the west of Traprock Street NW. He reported that on February 2, 1998, a group <br />composed of Gary Gruber, Gary Moreau and Rick Boushek was granted an option to buy the <br />property for the sum of $10,000 per acre plus the cost of park fees, etc. The buyers have been <br />working with City staff on a sports bar and grill project. He requested the City permit the <br />property to be platted for the following reasons: 1) The property does not need to be subdivided <br />but the buyers intend to use the whole property; 2) All that is necessary is to change the <br />designation of the property from an Outlot designation to a platted lot; 3) The use proposed by <br />the buyers is a permitted use within the B-3 Highway Commercial zoning of the property; 4) <br />The City's planner has stated that the comprehensive plan which is in the works will not change <br />the uses permitted under the existing zoning, so that the use intended by the buyer will be <br />allowed even after the comprehensive plan has been completed; 5) He understood the only <br />effect of denying permission to plat the property is to create undue hardship for the property <br />owner and buyers; 6) The granting of the request will not be detrimental to the public welfare or <br />injurious to other property; and 7) He has worked almost 20 years to arrange the development <br />potential of his property which has not happened because it has not been possible to achieve a <br />river crossing at the property. Mr. Martin stated that the bridge crossing was not his idea but <br />instead an idea proposed by the then Mayor of Ramsey. He added that if the City has a desire <br />itself for property in this area, after the sale of Outlot C, he will have Outlot A for sale which is <br />29.26 acres and has 1141.93 feet fronting on U.S. Highway #10. <br /> <br />Mayor Gamec stated he would like something from Mr. Hoisington about this area - we have <br />been talking about a bridge crossing in this area for a long time. He also suggested that staff <br />meet with Anoka County to find out how this could affect the bridge crossing. <br /> <br />Mr. Martin stated that this project does not eliminate the possibility of a bridge project. <br /> <br />Mayor Gamec felt that the proposed facility would be a nice addition to Ramsey but he also felt <br />that there are some technical issues to be worked out. <br /> <br />City Council/February 24, 1998 <br /> Page 11 of 18 <br /> <br /> <br />
