the City's development moratorium. He suggested that this project does not involve a lot split so <br />it should not be affected by the moratorium. Mr. Gruber asked if Council would possibly grant a <br />variance so the project can proceed. He felt the project is a good one and added that they are <br />very family and park oriented. He felt there is a need in Ramsey for an establishment like this <br />one. He listed some people who have expressed support for this business, such as Grosslein <br />Beverage, Comfort Suites and the Anoka Chamber of Commerce. <br /> <br />Mayor Gamec suggested that Mr. Hoisington, the City's Comprehensive Plan planner, should be <br />made aware of this proposal. He informed Mr. Gruber that there is a study of a bridge plan for <br />the area Mr. Gruber is talking about and the City would not want to hold anything up with regard <br />to the bridge activity. He suggested that staff could come back following review of all of this <br />with the planner, and give Council a recommendation. <br /> <br />Zoning Administrator Frolik explained that title cannot be issued to an outlot and we would have <br />to replat it. Staff was under the assumption that this was a technicality and would not be under <br />the moratorium. However, during the discussion at the staff meeting yesterday, it appears it will <br />impact the Comprehensive Plan. <br /> <br />Discussion ensued relating to Mr. Gruber's request for a liquor license public hearing. It was <br />stated that this could proceed, providing Mr. Gruber understood this does not mean that his <br />facility will be granted certain approval. <br /> <br />Attorney Goodrich cautioned Mayor Gamec that this lengthy discussion is in violation of <br />limiting citizen input to five minutes, therefore, he suggested that Council may wish to add this <br />as a case to their agenda. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the <br />agenda with the addition of Case #4A: Discuss Proposed Diamonds Sports Bar and Grill. (The <br />request for the public hearing to be scheduled with regard to the liquor license for the proposed <br />bar and grill we be removed from the Consent Agenda and discussed during Case #4A). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None.
