Mr. Nixt requested being notified when the phases will be on Council's agenda. He continued
that Mr. Goodrich has commented on the inability to modify a plat once the preliminary plat
approval has been given. Mr. Nixt thought that Mr. Peterson did not object to putting in a lead
link fence to close offthe "loop". This is not a change in the development - this would be, in his
opinion, for reasons of health, safety and welfare. He asked that Council reconsider this.

Mayor Gamec suggested the fence could be discussed again during phase five.

Charles Johnson, 6010 - 159th Lane NW, Ramsey, asked why the lead link fence couldn't be
taken care of right away. He thought it was going to be done during the final plat approval stage.

Mayor Gamec agreed that it was discussed but also discussed was passage for emergency
vehicles.

Mr. Johnson stated it is not an issue of safety for the Fire Department - it's an issue of personal
opinion. Traffic will increase through the existing neighborhood and that would affect safety.

Mayor Gamec believed that with the improvements planned for T.H.//47, more people will want
to take that route.

Mr. Johnson requested the fence be dealt with now. He understood it was pretty much decided
that it would be there.

Mayor Gamec stated it was discussed, it was not determined whether it would or would not be
put in.

Mr. Johnson inquired where the park dedication money would be going.

Ms. Frolik answered that the recommendation is that land be purchased in that Oak Park district
for a park.

Councilmember Haas Steffen stated that originally the recommendation was to buy a very large
piece of property in the area for a park. That property is still available for purchase, however,
since the development is phased in, we do not have the money to purchase park land
immediately.

Mr. Johnson stated he would not like to see developments without parks again.

Councilmember Haas Steffen assured him that the park aspect of this development is not being
neglected. If the City cannot purchase the above-mentioned property, we will look at a different
lot.

Peggy Purvis, 6025 - 157th Lane NW, Ramsey, stated that if a preliminary plat cannot be down-
sized, she wondered how a 15-foot strip of land could be taken out.

City Council/February 24, 1998
