Ms. Simonsmeier suggested that if the mall is only paying one share, that is not fair. <br /> <br />Mr. Goodrich replied that under the state constitution, the City is not allowed to assess someone <br />more or less. An assessment has to be equal based on the amount of property owned. The <br />benefit has to be equal to the assessment and that has to be equal to the amount the market value <br />is raised. <br /> <br />Henry Messer, 5936 - 168th Lane NW, Ramsey, referred to Project #98-11. He stated that John <br />Johnson lives on that street and usually has a problem with water in his ditch. He wondered if a <br />culvert could be put on that comer itself and spill into the ditch on T.H. #47. <br /> <br />Mr. Jankowski stated that he has spoken with Mr. Johnson about this matter and he (Jankowski) <br />is awaiting more information from Mr. Johnson. <br /> <br />It was agreed that Mr. Messer and Mr. Johnson would meet with Mr. Jankowski about this issue. <br /> <br />Jim Hirschman, 5859 - 153rd Lane NW, Ramsey, referred to Project #98-12. He suggested it's a <br />bit extreme to be assessed over a 10-year period for $725. He continued that 153rd is an MSA <br />road and he did not remember being assessed before. <br /> <br />Mr. Jankowski responded by saying that the last time this road was done was in 1989. <br /> <br />Mr. Hirschman stated that the road was widened in 1989, however, there was no assessment <br />then. He added that he does not feel that 153rd needs an overlay - he suggested a sealcoating <br />would suffice. He questioned how the streets adjacent to MSA streets - between 153 and T.H. <br />#47 get charged. Without 153rd, some residents would not be able to get out of their <br />neighborhoods. He felt that 153rd is a vital road and maybe should have more people added to <br />the assessment. <br /> <br />Nick Mattson, 8021 - 176th Lane NW, Ramsey, referred to Project #98-09. He felt that his street <br />did not need an overlay - a sealcoating would be just fine. He lives on a comer and wondered if <br />he would get "nailed" three times with assessments. <br /> <br />Mr. Jankowski assured him he would be assessed for only the one street. <br /> <br />Mr. Mattson asked if the City Engineer would consider reviewing the condition of the street <br />along with him to determine if indeed it does need an overlay. <br /> <br />Mr. Jankowski agreed to that request. <br /> <br />Del Fredricks, 7550 - 158th Avenue NW, Ramsey, stated he did not get a letter and wondered if <br />he is going to be assessed for any projects. <br /> <br />Mr. Jankowski stated he is not included in the 1998 Street Maintenance Program. <br /> <br />City CouncilfMarch 10, 1998 <br /> Page 10 of 24 <br /> <br /> <br />
