Resident, 8010 - 176th Lane NW, Ramsey, referred to Project #98-09. He did not feel that an
overlay was necessary ~ a sealcoat would suffice.

Mr. Jankowski reported that this road was constructed in 1982, and seal coated in 1988. As
pavement ratings go, this one is rated a three - meaning it is in very poor shape. He suggested
that if a street is not maintained properly, the residents will then have to pay reconstruction costs
which would be much higher.

Randy, 17711 Vanadium Street NW, Ramsey, referred to #98-10. He wondered what the time
line is for getting the project completed. He also asked if it would be better to improve his
driveway before or after the street is improved.

Mr. Jankowski explained that the projects do not take more than a day or so, meaning that the
resident should not be inconvenienced for any length of time. With respect to the driveway
improvement, Mr. Jankowski felt it did not matter if it was completed before or after the street
improvement.

Rick Christian, 7330 - 155th Avenue NW, Ramsey, disagreed with Mr. Jankowski's comment
that the wear from vehicles is not part of the breakdown of roads. He lives on an MSA road and
he wondered what the City does with the money if they do not use it all to maintain the MSA
roads.

Mr. Jankowski stated that, at present, the City is working on getting improvements to T.H. #47
and some MSA funding is being spent on that. There are also other MSA roads that have to be
constructed, such as McKinley. The annual funding amounts to about $0.05 on the dollar of
need.

Jeff Abrahamson, 5735 - 153rd Avenue NW, Ramsey, referred to project #98-12. He did not
understand the City's ordinance relating to the use of MSA funds.

Mr. Goodrich stated that it talks about using MSA funds and the general fund for the
maintenance. However, it does not specify how much of the cost should be paid with the funds
and the City is proposing to pay a larger amount than 50%.

Mr. Abrahamson asked that Mr. Jankowski review the condition of 153rd again.

Doug Pries, 17511 Gibbon Street NW, Ramsey, referred to Project #98-09. He stated he does
not have a problem with the overlay; his concern relates to a culvert. He was told that his culvert
has been rising and should be taken care of.

Mr. Jankowski informed him if the culvert is under his driveway, it is his responsibility to get it
taken care of.

Mr. Pries then suggested that weight restrictions should be placed on residential streets. He is
concerned about the man who drives an 18-wheeler down his street.

City Council/March 10, 1998
