Mr. Hirschman, again relating to Project #98-12, stated that the City's record-keeping indicates <br />some discrepancies in when certain roads were maintained. He questioned the MSA funding <br />being used for things other than maintenance on MSA roads. He asked that staff look again at <br />153rd between County Road #5 and T.H. #47. <br /> <br />Mr. Goodrich stated that an MSA street is a City street. The City's policy is to assess 50% of the <br />cost to the residents. The City can assess 50% on an MSA street, however, they have always <br />assessed a lesser percentage than that. A payment source shall be from MSA maintenance funds <br />- not that they are to be for the entire sealcoat. It says that the maintenance shall be paid from the <br />City's general funds - that's not saying there should be no special assessments - it only identifies <br />a money source. <br /> <br />Councilmember Haas Steffen suggested that the ordinance language be revisited as it should be <br />more clearly written. <br /> <br />Councilmember Beyer agreed that the language is very confusing. <br /> <br />Mr. Hirschman referred to using MSA funds for T.H. #47. He wondered if that is in Ramsey's <br />final dictation or ifRamsey is being "big hearted". <br /> <br />Mayor Gamec stated that Council is not "too thrilled" about what the City has had to pay for <br />T.H. #47 improvements either but there are definite problems with T.H. #47 the way it is. <br />Ramsey is paying about 2.5 million dollars in City funds and that money is coming, in part, from <br />MSA and TIF. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to close the public <br />hearing. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />The public hearing adjourned at 9:00 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 9:00 p.m. <br /> <br />Council directed the following: Staff check on Project #98-09 and #98-12 as to the necessity of <br />sealcoating or overlaying. With regard to #98-05 - find out if there is an escrow account to cover <br />$4,000 of this project. Meet with Mr. Messer and Mr. Johnson to determine what to do about the <br />water in the ditch. Meet with MnDOT on this same issue. Work on the language that determines <br />assessing and MSA streets. As it is written, it is far too confusing. <br /> <br />City Attorney Goodrich stated that there is now a 60-day waiting period, and if no petitions are <br />received from a majority of the benefited properties opposing the improvement, Council will be <br />asked to order the projects at the May 12, 1998, meeting. <br /> <br />City Council/March 10, 1998 <br /> Page 12 of 24 <br /> <br /> <br />
