Mayor Gamec recessed the Council meeting at 9:08 p.m. <br /> <br />Mayor Gamec reconvened the Council meeting at 9:18 p.m. <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit to Operate a Two-Family Rental Unit <br />in the Single Family District; Case of Scott and Gwyn Simpson <br /> <br />Zoning Administrator Frolik stated that on February 24, 1998, the City Council was presented <br />with Scott and Gwyn Simpson's request for a conditional use permit to operate a two-family <br />rental unit in the single family district at 16001 Nowthen Boulevard NW. At that time, City <br />Council directed staff to refine the proposed findings of fact and conditional use permit terms <br />based on the discussion that evening. <br /> <br />Mayor Gamec inquired of Ms. Simpson if she has read and understands the findings and permit <br />to which Ms. Simpson stated she has and does. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt Resolution <br />#98-03-040 adopting (in the positive) Findings of Fact #0450 regarding the Simpson's request <br />for a conditional use permit for a two-family rental unit at 16001 Nowthen Boulevard NW. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen and Haas Steffen. <br />Voting No: Councilmember Zimmerman. (Councilmember Zimmerman voted no because the <br />owners do not live on the premises.) <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt <br />Resolution #98-03-041 approving the request for a conditional use permit to establish a two- <br />family rental unit at 16001 Nowthen Boulevard NW, and declaring terms of same. <br /> <br />Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and Beyer. Voting No: <br />Councilmember Zimmerman (same reason). <br /> <br />Case #5: Request for Revised Site Plan Approval; Case of Vision-Ease Lens <br /> <br />Zoning Administrator Frolik explained that, in 1997, the City Council approved the site plan for <br />Vision-Ease Lens for an accessory structure in which to store organic peroxides used in their <br />manufacture of polycarbonate based products. The materials are considered hazardous and <br />should be stored in accordance with the guidelines of the National Fire Protection Association, <br />Factory Mutual Engineering Corporation, and PPG Industries, the peroxide manufacturer. The <br />approved site plan consisted of a 250 square foot, one-room, metal building on a concrete slab on <br />grade. It was centered in a 46' by 46' area of crushed gravel, surrounded by a 6' chain link <br />fence. The metal building was to be encompassed by a landscaped earth berm approximately <br />nine feet high around the west, south and east sides of the building. Ms. Frolik continued that <br />Vision-Ease has since found the costs for the bermed structure to be outside their budget. The <br />excessive costs were due to the earth berming. Therefore, a decision was made to go with a <br />structure consisting of reinforced masonry walls.
