He feels that if the <br />City is stuck with this area for a crossing, it should be done in a way that is most harmonious. <br /> <br />Ms. Frolik displayed a sketch that the County shared with the City. With the bridge crossing <br />being probably 20 years from now, there is no way of telling what the design will be. However, <br />with the standard diamond interchange, there will be two ball fields that will be interrupted. <br /> <br />Mr. Hendriksen stated that the County's intent is that a freeway go through Ramsey and added <br />that the County is probably comfortable with a diamond interchange. <br /> <br />Jim Martin stated that his property was zoned for intensive use before the homes of Alpaca <br />Estates were built. The development is proposed to be 1,000 feet fi:om the residential property - <br />that's approximately three city blocks. With regard to the interchange, legally the City cannot <br />require him to hold on to property for 20 years. He suggested if that is Council's decision, he <br />would request immediate condemnation. <br /> <br />Councilmember Haas Steffen thought that when Council adopted the moratorium ordinance, that <br />they were quite adamant that it would not affect commercial/industrial property inside or outside <br />the MUSA. <br /> <br />Mr. Goodrich replied that the moratorium does not affect the commercial/industrial property <br />within the MUSA but it does affect that area outside the MUSA. He added that the Council <br />could repeal the ordinance. He noted that part of the reason the moratorium ordinance was <br />adopted to include the commercial/industrial outside the MUSA was for regulating appearance <br />and design standards. The moratorium could be amended to not include the <br />commercial/industrial area. <br /> <br />Councilmember Haas Steffen indicated an interest in lifting the moratorium with regard to <br />commercial/industrial. <br /> <br />Attorney Goodrich cautioned that Mr. Hoisington has advised that one of the other applications <br />for exemption from the development moratorium may be impacted by the Comprehensive Plan. <br />Council may wish to contact Mr. Hoisington prior to lifting the moratorium. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to direct staff <br />to prepare an ordinance to introduce to repeal the moratorium ordinance as it applies to these <br />commercial/industrial properties outside the MUSA which Mr. Hoisington feels will not be <br />impacted by the current Comprehensive Plan process. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Councilmember Haas Steffen stated she does not want her vote to be misconstrued as a positive <br />vote on anything else before Council this evening.
