federal dollars. She felt we will "fill in the spaces" so there will not be a clear shot for that road <br />to go through but she is concerned about development. You will get into Ramsey but you will <br />not be able to get out. We will need a bridge somewhere. I feel we are all interested in more <br />routes north than just one. <br /> <br />Mr. Goodrich stated that staffwill bring back an ordinance to Council, at the March 24 meeting, <br />which would repeal the moratorium on industrial/commercial property outside of the MUSA. <br />Hoisington Koegler will be asked to comment on the impact this would have on the <br />Comprehensive Plan. <br /> <br />Mr. Martin stated that Mr. Hoisington did not disagree with him. He has certain tights under the <br />present zoning and he will have these same rights after the Comprehensive Plan is updated. This <br />property will have the same zoning. <br /> <br />City Attorney Goodrich suggested the following be added to the findings: Finding #1: add a <br />sentence to the end to read - The proposed use does not require a rezoning. Finding #5: remove <br />the period and add - and to review community appearance and design standards, especially in <br />commercial areas and to consider impact of commercial/industrial area outside City's MUSA <br />boundary. Add Finding #6: That the City Council, subject to proper ordinance amendment <br />procedure, does intend to repeal the moratorium as it applies to all commercial/industrial <br />property outside the MUSA. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to adopt the <br />Findings of Fact as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to grant an <br />exception to the Moratorium Ordinance to Mr. Jim Martin for Outlot C, Tooth Acres. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerman. Voting No: None. <br /> <br />Attorney Goodrich explained to the public that the only thing Council has done is to lift the <br />development moratorium on Mr. Martin's property. A public hearing relating to the proposed <br />Diamonds Sports Bar and Grill will be held at the Planning Commission meeting on Thursday <br />evening, March 12, at 7:30 p.m. All persons within 4,000 feet of the proposed facility have been <br />notified of this public hearing. <br /> <br />Case B: Jack Menkveld. Zoning Administrator Frolik stated that Mr. Menkveld's request <br />could be dealt with when the ordinance to lift the moratorium on commercial/industrial property <br />is adopted. <br /> <br />Jack Menkveld stated he lives 1,600 miles from here in the winter. He reported he has a <br />potential buyer for a portion of his property located in the southwest quadrant of the intersection <br /> <br />City Council/March 10, 1998 <br /> Page 19 of 24 <br /> <br /> <br />
