Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and
Zimmerman. Voting No: None.

2) On-Call (Volunteer) Firefighter Appointments

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize hiring
as paid, on-call (volunteer) firefighters, Dave Ameson, Nick Damyanovich, Chad Smith and
Jerry Streich, contingent on passing the required physical examination, physical agility test,
driver's license check and background check.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

3) Authorization to Engage Consultant to Develop Compensation Plan

City Administrator Norman noted that the Personnel Committee discussed the City of Ramsey's
compensation plan which contains salary ranges for each position employed in the City. The
minimums and maximums of the ranges for most positions appear to have fallen, over time,
significantly below those in other metro area communities in Ramsey's population group.
Analyzing market rates for salaries is not a quick or simple process and the Personnel Committee
and staff are recommending entering into an agreement with Labor Relations Associates, Inc. to
develop a compensation plan for Ramsey.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize the City
Administrator to enter into an agreement with Labor Relations Associates, Inc. to develop a
compensation plan for City of Ramsey employee positions at an estimated cost of $6,945, to be
paid from the Professional Services line item of the Administrative Services budget.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

4) AFSCME Contract Negotiations

City Administrator Norman reported that the negotiations are pending and there is nothing to
report at this time.

MAYOR AND COUNCIL INPUT

1) Apple Ridge (Park)

In response to a question by the Mayor at a previous meeting, Mr. Goodrich reviewed the
minutes relating to Apple Ridge and a park, and the Park and Recreation Commission indicated
there would be no tot lot.

City Council/March 10, 1998
