Citizen Input

Larry Henke, 14311 Armstrong Boulevard NW, Ramsey, expressed concern about liquor being
sold at a facility like this as he feels it promotes drinking and reckless behavior. He noted that
POV's in Andover is a similar establishment and he is not in favor of such a facility in Ramsey
or in granting it a liquor license.

Marguerite Henke, 14311 Armstrong Boulevard NW, Ramsey, believed that if Council granted a
liquor license to a facility that is not already built, they will have a problem denying the facility
itself.

Mayor Gamec reported that the gentlemen who are requesting approval of the sports bar realize
that they may not be granted approval even if the liquor license is granted.

Ms. Henke suggested the City research how POV's and Be-Bop's have affected their cities.
Refer Ramsey Police Department to the departments of these cities - they would have statistics
on alcohol-related problems they have experienced with these types of facilities. She commented
on the fact that Be-Bop's holds teen dances and even though they do not sell alcohol to the teens,
they are introducing them to alcohol-selling establishments. She requested that Council table
action on approval of anything for this facility until some research is done with Blaine and
Andover.

Beverly Brekke, 14275 Alpaca Street NW, Ramsey, stated that this proposed facility will be "in
her back yard". She has three small children and she expressed concerns about the alcohol,
language, and added traffic, and the fact that this would be seven nights a week. She added that
if she had known this type of facility would be constructed in that area, she never would have
bought her property. She asked that Council strongly consider denying this location for the
sports bar and grill. She felt that with this being a residential neighborhood, a facility such as
Diamonds would not be an asset - it would devalue her property.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to close the public
hearing.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and
Zimmerman. Voting No: None.

The public hearing adjourned at 7:38 p.m.

Council Business

Mayor Gamee called the regular portion of the meeting back to order at 7:38 p.m.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve an on-
sale and Sunday liquor license application for Diamonds Sports Bar and Grill, Inc.

City Council/March 10, 1998
