Conversation continued relating to identifying a rail corridor and a town center with shopping
nodes.

Economic Development Assistant Walther inquired if it is a conflict to have a major roadway
going through the town center.

Mr. Scheib responded that if the town center is designed appropriately, it should not be a
conflict.

A community center was discussed - not to be confused with a town center. City sewer and
water services were discussed and the fact that we have to protect the integrity of the Mississippi
River. Mr. Scheib stated that we need the whole community represented for the Mississippi
Corridor - we need to develop a vision for the river. He added that a series of meetings will be
held and he summarized the process - e.g. going to the Planning Commission, Park and
Recreation Commission, etc. Public hearings will be held - the final information will be
submitted to Council for comment and then it goes on to the Metropolitan Council for review.
They have a number of days to review it and get it back to us. If they like it, then the City will
adopt it. We would be bringing the zoning ordinance into conformance before it goes to the Met
Council. He hoped to have the public heatings begin in June. At that time, we will be sending
our best draft to neighboring communities, school districts, etc. We may then meet with them to
discuss impacts to them.

Tim Vogt commented on Highway #10 expansion and noted that when #394 was expanded, a lot
of the business property was needed and it was very costly.

ADJOURNMENT

The meeting adjourned at 8:55 p.m.

Respectfully submitted,

~.'
