The annual street maintenance program is expected to cost $701,441 with money coming from
MSA funds, the PIR fund, and Other.

c) Utility System Improvements
1) Water Projects

It was noted that a comprehensive water study is proposed at a cost of $25,000. The last time a
study was done was in 1994. There is $87,000 showing for the SCADA project which is the
brains of our water system. The $87,000 is for hardware and software, etc.

Councilmember Haas Steffen wasn't sure all this should be in the CIP - the CIP should list only
the hard costs - not the soft costs. The more expensive, larger projects should be in the CIP.

Well No. 4 is partly constructed.

Business Park 95 7th Addition (Phase I) - watermain for $31,000 would be funded from the
utilities fund.

With regard to watermain loopings - there are two scheduled for 1998 - 153rd Avenue to T.H.
#47 and C.S.A.H. #5 to T.H. #47

Casings were discussed with regard to the #116 project.

2) Sanitary Sewer Projects

Business Park 95 7th Addition (Phase 1) - sewer line for $31,000.

3) Storm Water Projects

Miscellaneous drainage projects are what staff has not specifically identified, but we know they
are out there.

Ditch cleaning was discussed. Councilmember Haas Steffen thought that you could not legally
do a ditch improvement except when you have a watershed. She felt the County should take care
of the County ditches and the reason the County doesn't take care of its ditches is that no
challenges them on it.

Mr. Jankowski stated he would be willing to challenge the County about this.

4) Street Light Projects

Council asked to be informed of where the City is with regard to street lights. Money would be
taken out of the Enterprise Funds.

City Council Work Session/March 23, 1998
