He recommended the City retain the services of Mike Mulrooney to work <br />with industrial development. <br /> <br />Councilmember Haas Steffen questioned having the engineering department under the new <br />Director of Public Works when he does not have an engineering background. <br /> <br />Mr. Norman stated that the only concern Mr. Kapler had was the phased-in plan dividing his time <br />70/30, 40/60, etc. He's concerned about being able to deal with everything in the Fire <br />Department. He (Norman) suggested looking into hiring another fire personnel - something <br />different from Assistant Fire Chief. Mr. Norman continued that under community development, <br />we would have staff assigned to the housing element. This proposal is that we need someone <br />"minding the store". We have some things falling through the cracks and this would allow our <br />Engineer to stay focused on engineering and the Community Development Director would keep <br />the whole CD staff coordinated. <br /> <br />Councilmember Haas Steffen indicated she likes the idea of a City planner. <br /> <br />Staff will present a job description for the Community Development Director. <br /> <br />With regard to the Police Chief's performance appraisal, Councilmember Haas Steffen asked that <br />Chief Gustafson put in writing what has been accomplished since the six-month appraisal, how <br />he has been proactive, etc. and then also in writing how the Public Safety Aide will be proactive. <br />She wanted to know what type of sensitivity training the police department is getting in dealing <br />with mental health issues. <br /> <br />Discussion ensued relating to the Community Development Department.
