Fund and 50% into the Public Improvement Revolving Fund, but staff is suggesting that the <br />funds be transferred into the T.H. #47 project. <br /> <br />Councilmember Haas Steffen stated that this is almost $1 million and that it takes a draw off of <br />MSA and the utility trunk fund. We probably will not start expending these monies until 1999. <br /> <br />Mr. Jankowski felt that acquisition may come earlier than 1999. <br /> <br />Mayor Gamec suggested we should check to see what else we could use this for if we do not <br />need it all for the T.H. #47 project. <br /> <br />Councilmember Haas Steffen stated we have a number of things like senior housing, the <br />community center, etc., and we have not even considered bonding. She also mentioned the <br />bridge crossing - knowing that the City cannot pay for it but we need the crossing. We need to <br />look at ways to get someone interested. She wondered if there would be any way we could <br />pledge money to this issue over a period of three to five years. <br /> <br />City Administrator Norman stated that Gerald Bauer has approached the City about the purchase <br />of 35 acres of Federal Cartridge property he just purchased. <br /> <br />Councilmember Zimmerman felt that would be a good purchase and suggested we strongly try to <br />get the money together to purchase this. <br /> <br />Mayor Gamec felt the price was high for that land. <br /> <br />Councilmember Zimmerman suggested that the Council should give Mayor Gamec some leeway <br />to dicker with the land owners. He thought the Park Department would really like to have that <br />land. The assessed value is $88,300. <br /> <br />Fire Chief Kapler thought, from conversation with Mr. Bauer, that the purchase price would be <br />about $100,000. <br /> <br />Councilmember Zimmerman thought there were liens or environmental problems with the land. <br /> <br />Chief Kapler stated that it is 35 acres of good property and that good property is becoming less <br />and less available. He felt we would be making a big mistake if we did not pursue this property. <br /> <br />Mayor Gamec stated he would continue to look at this property and Council directed that this <br />issue should also be discussed by the Park Commission. <br /> <br />4) Organizational Chart <br /> <br />City Administrator Norman presented an organizational chart. He suggested that the Public <br />Works Department would have a third division beyond parks and streets. It would be the <br />engineering department.
