Mr. Gruber stated that it was a pleasure working with Mr. Norman, Mr. Jankowski, and Ms. <br />Frolik, and added that Ms. Frolik is a tremendous person, great to work with, and a tremendous <br />asset to the City of Ramsey. <br /> <br />Case gl 1: Development Moratorium Issues <br /> <br />City Attorney Goodrich stated that Council had expressed some interest in repealing the <br />development moratorium as it relates to commercial/industrial properties outside of the MUSA <br />boundary. Staff was directed to consult with the City's Comprehensive Planners on this subject. <br />He presented a memorandum from Brad Scheib of the Hoisington Koegler Group which <br />recommends that Council should not release any of the areas currently in the moratorium at this <br />time in order to protect the Comprehensive Planning process. <br /> <br />Council agreed that if a developer approaches the Planning Commission relating to lifting the <br />moratorium, that request has to go through Hoisington Koegler. Council asked for staff to put <br />such policy in writing and bring back for Council approval. <br /> <br />Case #12: <br /> <br />Acquisition of Right-of-Way and Associated Drainage Easements for County <br />Road gl 16 Extension <br /> <br />City Attorney Goodrich reminded Council that for the #116 extension, the City has to obtain <br />rights-of-ways. We have met with property owners and have had some successful negotiations. <br />He stated that we have to make sure we are on schedule and presented an amended resolution for <br />Council to adopt. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #98-03-053 authorizing acquisition of the right-of-way and related drainage <br />easements necessary for the construction of the extension of County Road gl 16. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case#13: Request for Authorization to Engage Consultant for Senior Housing <br /> Development Study <br /> <br />Mayor Gamec stated that the Senior Housing Committee met with the Anoka County HRA. It <br />was the consensus of the committee to recommend that the services of Dunbar Development <br />Corporation be retained by the City for a senior housing development analysis. <br /> <br />City Administrator Norman reported that the cost is expected not to exceed $3,000 and the funds <br />will be retained from the Ramsey HRA fund which was authorized in 1997, collected in 1998, <br />and held by the Anoka County HRA. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Conncilmember Beyer to authorize the <br />Anoka County HRA to perform a senior development project analysis, with the funding derived <br />from the Ramsey HRA fund. <br /> <br />City Council/March 24, 1998 <br /> Page 13 of 18 <br /> <br /> <br />
