Case #I0: Request for Site Plan Approval; Case of Diamonds Sports Bar & Grill, Inc. <br /> <br />City Engineer Jankowski noted that all ponding will be on-site on either side of the fields and <br />there will be a berm along the perimeter of the property. There has been some discussion about <br />the parking. We have to get a detail of the parking field to make sure the aisle width is worked <br />out. The lighting for the parking lot meets standards and the field lighting specifications will be <br />recommended by Anoka County Parks personnel. The Planning Commission recommended site <br />plan approval. <br /> <br />Councilmember Haas Steffen called attention to the visual screening paragraph in the letter from <br />the Anoka County Department of Parks & Recreation. She noted that the Planning Commission <br />decided on something else. <br /> <br />Gary Gruber, applicant, stated that he did talk with the County about the screening. Instead of a <br />six-foot fence at the level of the perimeter with shrubbery, they wanted three-foot shrubbery. So, <br />they (the applicants) made a recommendation to the County and to the City Engineer and the <br />City Administrator of building a five-foot berm around the southern and western part of the <br />southeast side of the property and a six-foot fence on top of the berm with two to three different <br />species of vines which would create a more natural screen. Mr. Gruber stated that the County <br />liked that idea. <br /> <br />Councilmember Haas Steffen noted the paragraph that states the site plan was forwarded to <br />MnDOT for review and comment. Their written report has not been received to date, but they <br />have indicated verbally that a fight turn-in lane will be required in the eastbound lane of <br />Highway #10. She thought the site plan approval could be granted contingent upon written <br />comment from MnDOT. She mentioned also that the bridge crossing is on the County's plan - <br />not on the State's plan and the City will look at saving a bridge crossing. <br /> <br />Mr. Gruber called attention to the maintenance guarantee for landscaping. It denotes an amount <br />of $100 for trees and $50 per shrub but it does not say anything about vines. He advised that <br />they would be planting about 540 vines and he asked if it would be okay to use 30% of the cost, <br />of Virginia Creepers, for example. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to approve the site <br />plan for The Diamonds Sports Bar & Grill contingent upon staff and the developer reaching an <br />agreement on the maintenance guarantee for landscaping and entering into the development <br />agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman.
