They want to eliminate Traprock by the City vacating Traprock to the County and allowing <br />access or right-of-way to their (Diamond's) property and the Huseby property for the time being <br />until a bridge and all of Riverdale goes in makes more sense than to tear it up when the County <br />does not want it any more. <br /> <br />City Engineer Jankowski presented an MSA map and showed where Traprock would be moved <br />to. <br /> <br />Councilmember Haas Steffen inquired what would happen if Ramsey leaves Traprock on the <br />MSA plan. What if it goes across the boundary between the park and what Mr. Gruber is buying. <br />She was concerned about building the bridge and wanted some options left open. She wondered <br />if final plat approval could be granted and still leave some options open for Traprock. She <br />mentioned wanting an arboretum. <br /> <br />Mr. Gruber stated that the exit ramp for the bridge would be on the edge of his property. <br /> <br />Mr. Jankowski suggested leaving 66 feet of right-of-way for Traprock. <br /> <br />Mayor Gamec agreed and added that the City would still have control of the easement of <br />Traprock. <br /> <br />Councilmember Haas Steffen inquired about the Charter amendment dealing with hookup to City <br />sewer and water. <br /> <br />Discussion ensued relating to the Charter stating that if City sewer and water is extended to a <br />property and that property has a working septic and well, they do not have to hook up and they <br />would not be assessed. <br /> <br />Councilmember Haas Steffen suggested that issue be negotiated between attorneys. <br /> <br />Mr. Gruber stated that they had requested that the storm management fee be waived because they <br />are ponding water, however, the City Engineer felt that a 50% credit was fair. He agreed with <br />that and also agreed with the park fee. He wondered if he could incorporate the 50% of the storm <br />water fee and the amount due for park dedication into a three-year period. <br /> <br />Councilmember Haas Steffen suggested that be negotiated to a satisfactory resolution along with <br />the sewer and water assessment. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution//98-03-052 granting final plat approval to The Diamonds, contingent upon attorney <br />and the developer agreement on the storm water and park dedication assessment and also on the <br />municipal hookup schedule. <br /> <br />Motion carried.
