Ms. Hoffman reiterated that the majority of the residents are in favor of a cul-de-sac. <br /> <br />Doug Fountain, 15255 Garnet Street NW, Ramsey, cautioned that if someone is volunteering to <br />give up land for a cul-de-sac, they should first check with their mortgage company - some <br />companies do not allow the homeowner to do that. <br /> <br />Mike Shoquist, 149th Avenue NW, Ramsey, stated he lives in Pineview 2nd Addition which is <br />considered commercial and residential. He stated he is totally opposed to the speed bumps and <br />totally in favor of a cul-de-sac. He is against the speed bumps because he has to get his products <br />out of his shop and with speed bumps - that would be a real problem. <br /> <br />It was determined that this issue would again be discussed at the Road and Bridge Committee <br />meeting on Tuesday, April 21, 1998. <br /> <br />Ms. Mattila presented Council with the petition asking for a feasibility study. <br /> <br />City Council accepted the petition and City staffwill verify the signatures. <br /> <br />Case #2: Revised Site Plan Review; Case of Northern Airgas, Inc. <br /> <br />Zoning Administrator Frolik stated that the City received a revised site plan for the new Northern <br />Airgas facility proposed for Lot 1, Block 1, Business Park 95 7th Addition. The Council <br />approved the previous site plan on October 28, 1997, with some additions suggested by staff and <br />the Planning Commission. She listed the changes, as follows: The new plan shows an increase <br />in the office/warehouse building size from 29,336 square feet to 31,372 square feet (+2,036 <br />sq.ft.). The acetylene plant is now shown as a future addition, and isreduced in size from 11,440 <br />square feet to 11,156 square feet (-284 sq.ft.). A separate site plan review process will be <br />required when the acetylene plant is constructed. Ms. Frolik pointed out that the previous plan <br />showed that the separation between the two accesses on Radium Street would be 100 feet apart. <br />Staff stated then that the recommended separation is 150 feet, but that 100 feet is acceptable in <br />order that the northernmost access will align with the drive on the west side of Radium Street. <br />The new plan shows that the separation has been reduced from 100 feet to 80 feet (-20 feet) and <br />this modification is subject to the approval of the City Engineer. She reminded Council that the <br />City Code restricts building height to 35 feet. The warehouse portion in the previous plan was to <br />be 42'6" from grade and the applicant received a variance to height restrictions from the Board <br />of Adjustment. The new plan shows the building will not exceed 28 feet, a reduction of 14'6", <br />and a height variance is no longer required. Ms. Frolik continued that City Code also restricts <br />accessory buildings to 30% of the area of the principal building unless otherwise approved by <br />Council. The accessory building in the new plan is 35.6% of the area of the principal building. <br />This is a reduction from the 39% (-3.4%) shown in the previous plan. Staff recommends <br />approval of the slight overage in accessory building size. Ms. Frolik noted that discussions are <br />still taking place with regard to the tree plantings, etc. With regard to parking spaces, City Code <br />requires one space for every person on the maximum work shift. The new site plan identifies 55 <br />employees and 66 parking spaces.
