Staff is recommending not doing anything this year to see if this situation changes after #116 is <br />extended. <br /> <br />Trudy Mattila, 7451 - 149th Avenue NW, Ramsey, stated her neighborhood has never "swayed" <br />from wanting a cul-de-sac. Speed bumps were mentioned to meet half way. She stated that they <br />are open to paying for the cul-de-sac and she didn't know of anyone who wasn't willing to pay. <br />She also understood that Mr. Jankowski had met with some people and they are willing to donate <br />land/right-of-way that would be needed. She said that the extension of #116 may or may not <br />help, and the people on 149th are anxious to get this resolved. <br /> <br />Discussion ensued relating to a time line. Mr. Jankowski explained that if there is not 100% of <br />the affected parties petitioning for the cul-de-sac, then there is a 60-day waiting period. The City <br />would then have to order the project and it takes time for specs, bids, etc. Even if there is 100% <br />of the people for the project, it will still take time. However, that 60-day waiting period could be <br />waived. He advised that there is a legal process to follow with regard to the land acquisition. He <br />added that he needs some details of where the cul-de-sac would be if Council wants him to do a <br />feasibility study. <br /> <br />Council suggested this could be discussed at the next Road and Bridge Committee meeting. <br /> <br />Councilmember Beyer stated that the earliest a public heating could be held is May 26, and that <br />would be "pushing it". She suggested the feasibility study could be ordered. <br /> <br />Councilmember Beahen stated she will not be in favor of a cul-de-sac and expressed that her <br />concern is about shifting traffic. The problem would be shifted from one neighborhood to <br />another. <br /> <br />Ms. Mattila stated that her neighborhood got the traffic shifted to it. <br /> <br />Patty Hoffman, 7446 - 149th Avenue NW, Ramsey, stated that her concern is not so much the <br />timeline. If #116 should relieve our traffic problem, what would a cul-de-sac really do to the <br />other neighborhood. We are willing to foot the bill for a cul-de-sac and we feel the City Council <br />should vote on a feasibility study to proceed. <br /> <br />Mayor Gamec stated that there is a City ordinance restricting a street over 600 feet in length from <br />having a cul-de-sac, therefore, a cul-de-sac on 149th would be in violation of City Code. <br /> <br />Mr. Goodrich stated that Council would have to grant a variance to the ordinance. <br /> <br />Councilmember Beyer stated she is also not in favor of a cul-de-sac, but a feasibility should be <br />done. <br /> <br />Councilmember Beahen agreed that a feasibility study should be done also. <br /> <br />Mr. Jankowski reiterated he would have to be given some specifics in order to do a feasibility <br />study. <br /> <br />City Council/April 14, 1998 <br /> Page 7 of 17 <br /> <br /> <br />
