BOARD OF REVIEW <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Board of Review conducted a regular meeting on Wednesday, April 15, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Natalie Haas Steffen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Jan Gallagher, Anoka County Assessing <br />Diane Stellmach, Anoka County Assessing <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the Board of Review meeting to order at 7:00 p.m. <br /> <br />Jeff Bridwell, 6101 - 153rd Avenue NW, Ramsey, stated he has 10 acres of land and that he <br />already called the assessor when he received the amount of his valuation. His property value <br />increased 21% for 1999. He stated that in the past eight years, his valuation has gone up a total <br />24%. He asked for justification for such an onerous increase in his property valuation. <br /> <br />Jan Gallagher, Assessor, noted that his property had not been reviewed since 1996, and that she <br />would set up an appointment to do so. She explained that the three lots in this subdivision all <br />experienced an increase and that there were a number of sales to base this increase on. <br /> <br />Mr. Bridwell felt that a $10,000 increase in valuation was too much and that there is no <br />correlation between the previous years and this one. <br /> <br />Discussion ensued relating to how the valuations are calculated'- including for properties with <br />wetland acreage. <br /> <br />Mr. Bridwell pointed out that he has three appraisals less than three years old and they do not <br />reflect this kind of an increase. He added that he cannot subdivide 80% of his property as it is <br />considered wetland - unbuildable. <br /> <br />It was determined that Ms. Gallagher would review Mr. Bridwell's property and report back <br />when the Board of Review reconvenes. <br /> <br />Board of Review/April 15, 1998 <br /> Page 1 of 2 <br /> <br /> <br />
