CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 28, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Acting Finance Officer Diana Lund <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular City Council meeting to order at 7:00 p.m. <br /> <br />Councilmember Beahen led in the Pledge of Allegiance to the Flag. <br /> <br />PRESENTATION <br /> <br />Richard Fursman, City Administrator for the City of Andover, stated that the City of Andover, <br />for the past year, has been discussing no-wake zones for the Rum River. Andover initially asked <br />for the northern boundary of the Rum River be turned into a no-wake zone because of the erosion <br />problems. The erosion was probably mostly caused by current but some was caused by boat <br />traffic. The City of Andover has conducted a public hearing on the item already and there has <br />been some discussion of making the entire waterway a no-wake zone. That idea would impede <br />fishing, etc. The residents of Andover had asked that their city staff/council look at the sensitive <br />areas of the river as opposed to the whole river, and Andover has physically done that. A <br />subsequent public hearing was held and it was decided that Andover would present a map <br />showing the sensitive areas to the City of Ramsey. He noted that each area would be marked <br />with signage on both ends. He also noted that if the river is a no-wake area from the north all the <br />way south, compliance may not be as good. People are more likely to adhere to a no-wake if it is <br />for a short distance. (A copy of the map is enclosed with the minutes, marked Exhibit A, to <br />decipher where the areas of request for no wake are.) Mr. Fursman stated that after Ramsey's <br />process is done, if this is the area decided upon, the City of Andover would bear the cost and set <br />up the marking. <br /> <br />Mayor Gamec stated he has been on the river up to the area north of the Boy Scout Camp (about <br />167th ) and he felt that he would basically support the areas presented by Mr. Fursman.
