the project is proposed at a 7% lot coverage. Accessory buildings are restricted to 30% of <br />the floor area of the principal building; the accessory car wash is 27% of the size of the <br />principal building. The building exteriors are proposed to be a combination of brick and <br />rock faced masonry units which is in accordance with City Code. All driveways, off- <br />street parking and maneuvering areas are proposed to be surfaced with concrete and <br />finished with B-612 concrete curbing. Forty-one parking spaces are proposed. Staff has <br />requested additional tree plantings. The abutting properties are also zoned commercial <br />and, therefore, no screening of the commercial use is required. The developer will be <br />responsible for construction of a trail link adjacent to the site and parallel to T.H. #47. <br />The grading and drainage plan is acceptable and the Planning Commission and staff <br />recommend site plan approval. <br /> <br />Mayor Gamec noted the agreement of the access fi.om T.H. #47 being temporary and <br />asked Mr. Schrader, representing Rademacher, if he understands that. <br /> <br />Mr. Schrader replied that they are aware and are in agreement with that. He understood it <br />is within 60 days of the lights becoming operational. <br /> <br />Councilmember Haas Steffen expressed concern about temporary accesses. She felt that <br />the condition should be upon completion of the T.H. #47 improvements as it is possible <br />the lights may not be in for a year or so after the improvements. She asked that the City <br />Attorney contact MnDOT to find out the plans for the signalization and if it would be <br />acceptable to have the access closed when the improvements are done. <br /> <br />Mr. Schrader expressed a concern about being locked into no acess without signals. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />approve the site plan proposal for a Bill's Superette in Rademacher Addition contingent <br />upon compliance with the City Staff Review Letter dated May 1, 1998, and entering into <br />a development agreement, as amended - contingent upon City Attorney review - with the <br />City. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeahen. <br /> <br />Case #4: 149th Avenue Traffic Calming Plan <br /> <br />City Engineer Jankowski stated that this case results from the May 19 Road and Bridge <br />Committee meeting where traffic calming in the 149th Avenue area was discussed. Staff <br />was directed to prepare a plan for stop signs and Watch for Children signs. Staff is <br />recommending that Council reconsider this issue and he presented five references which <br />all document that placement of stop signs are not recommended for speed control. Two <br />of the references quantify the negative impacts of stops which are a considerable <br />inconvenience to motorists in terms of lost time, increased fuel consumption, and <br />additional emissions of chemical air.
