Council consensus is to direct staff as follows: Place an item on a subsequent Council <br />agenda to formally determine if the old town hall should be kept in its original location or <br />relocate it; Present Council with a financial report on what has been spent to date for <br />what and what it will cost to finish the renovation and some possible funding sources; <br />Obtain a report from the Anoka County Historical Society regarding what uses will be <br />allowed for the building under the historical grant program. <br /> <br />#2: Police Personnel <br /> <br />Police Chief Gustafson stated that at the last Personnel Committee meeting, there were <br />questions raised relative to the proposed public safety aids and the handout this evening <br />answers some of those questions. He stated the safety aids are not paid, they are strictly <br />volunteers. He is trying to structure the project so that it does not give the impression <br />that it is a recruitment program to "wannabe" cops. Chief Gustafson wants a cross <br />section of citizenry who are interested in being affiliated with the Police Department and <br />assisting the officers on certain projects. <br /> <br />Administrative Services Manager Waite Smith noted that State Statute establishes that <br />public safety aids are eligible for workers compensation and the premium for 10 people <br />will be about $600 per year for all 10 people. <br /> <br />Chief Gustafson referred to the Corporal position and stated that if the group is <br />successful, the duties assumed by the Corporal in forming the group will go on and <br />perhaps increase. The cost is over and above what that officer is now making because <br />directing the group will be over and above the corporal's regular duties. He pointed out <br />that the aids would not eliminate the need to add patrol officers, they will be doing things <br />in addition to what officers do. <br /> <br />Councilmember Haas Steffen brought up the fact that Chief Gustafson sent in Sergeant <br />Way's recommendation to the FBI without prior approval of Council. She inquired if the <br />Chief does not get a replacement for Sergeant Way while he is at the FBI academy, is he <br />going to withdraw his recommendation to the FBI? <br /> <br />Chief Gustafson reiterated that he needs a corporal to manage the volunteer unit. <br /> <br />Councilmember Haas Steffen summarized that Chief Gustafson needs a corporal to help <br />cover his force while Sergeant Way is gone and that corporal will revert back to the <br />position it was when Sergeant Way comes back. <br /> <br />Chief Gustafson replied that the position would not revert back to what it was when <br />Sergeant Way comes back because he will still need a corporal to administer the <br />volunteers and that he will not take back his recommendation to the FBI if he does not get <br />another officer funded in 1999. <br /> <br />Council Work Session/June 2, 1998 <br /> Page 3 of 8 <br /> <br /> <br />
