#5: Public Works Landscape Plan

Mayor Gamec stated he has received calls about the "weeds" (prairie plantings) at the
Public Works building. If we require other property owners to put in sprinklers and
grass, he suggested we should do the same.

Councilmember Haas Steffen stated that it will take two to three years for it to look good.
The fourth year you burn it. City Hall does not have a profit - it cannot afford help to
keep the grounds and lawns maintained.

Mayor Gamec reiterated that if we impose standards on others, we should be made to
follow the same standards.

It was noted that, in general, our business people are happy with the way things are.

#6: Industrial Park Progression

The report done by Acting Finance Officer Lund was distributed. Councilmember Haas
Steffen asked who owns the Waste Management land. She talked about an executive,
nine-hole, 27 par golf course on City-owned office park. She mentioned cleaning up the
map and also the fact that the property is filled with testing wells.

It was noted that Ramsey has a backlog of demand for land because of the moratorium.

Mr. Norman noted that a broker is very interested in Ramsey being able to compete with
surrounding communities.

#7: HRA Housing

It was noted that the two most desirable sites are the park land behind River's Bend Plaza
or the Laws property which is located by the water tower.

Finance options - staff needs Council direction. Rick Foster has concerns regarding
developing land instead of putting housing there.

Raudio/Foster are upset at the lack of access to their property north of the Amoco Station
but when the Mayor and the City Administrator suggested the City buying it, they
weren't eager to sell. The Laws property probably will be tied up in probate for several
years.

Councilmember Haas Steffen asked if the River's Bend site is safe for senior housing in
terms of traffic ~ getting in and out.

Councilmember Haas Steffen mentioned the traffic.

Council Work Session/June 2, 1998
