City Administrator Norman suggested it is difficult as this property is tied up in probate.
It would be desirable to develop - the City would use its powers to develop.

Mayor Gamec asked if it's River's Bend property or the Laws property. He suggested
this could be put on the next agenda - and with regard to the River's Bend property - he
wondered if we have been fair to the two developers. If the City is not using this land for
parks, should we give them something for that land?

Councilmember Haas Steffen stated that the City has promised them access to their
property,

Staff was asked to find out from Tim Yantos at Anoka County if a traffic study has been
done for the area.

Councilmember Zimmerman inquired what it would cost to pay Rick Foster and Art
Raudio for access onto T.H. #47.

Mayor Gamec stated that someone did an appraisal and it was way down - $9,000 -
$10,000.

Staff was directed to put HRA Housing on the next agenda for discussion.

#8: Committee Reorganization

City Administrator Norman stated that the City has a Fire Board and there has been some
discussion about adding some duties and changing the name of the Board to the Public
Safety Commission. The would involve changing a little of the representation - keeping
City Council representation but adding someone from the law enforcement. The other
change contemplated is the Road and Bridge Committee to the Public Works Committee.
This change is not because we will change duties, but because of the things the
Committee deals with. However, that would require the City Attorney to draft
something.

Mayor Gamec felt these changes would be a good idea. With regard to the Public Safety
Committee, he felt it would be a benefit to make sure we have someone from our own
Police Department.

Mr. Norman suggested that our own safety officers have input through staff but this
would be a sounding board - there would be some other input.

Councilmember Haas Steffen stated that it seems the Public Safety Committee would
overlap with the Road and Bridge Committee.

Mr. Norman felt it would not as we would just bring in someone from a police
department. The Public Works Committee would not do anything differently than the

Council Work Session/June 2, 1998
