Case/14: Request for Site Plan Approval; Case of Holiday Recreational Ind., Inc. <br /> <br />Zoning Administrator Frolik advised that Liz Peterson of Holiday R.V. has applied for site plan <br />review to construct and operate a full service recreational vehicle center on the south side of <br />Highway #10, west of Armstrong Boulevard NW. The facility is currently leasing space from <br />the Anoka Independent Grain & Feed offices near the Ramsey/Anoka border, also on the south <br />side of Highway #10. Site plans are not required to be subjected to public hearings. Ms. Frolik <br />noted the access point to Riverdale Drive, outdoor paved display area, and stated it is in <br />compliance with regard to site coverage, setbacks, architectural standards, paved areas, display <br />area and customer parking, and number of parking spaces. She noted the location of the concrete <br />curb and gutter with the exception of the east property line. However, the applicant has indicated <br />an intention to expand the facility onto the adjacent lot within five years and prefers not to make <br />an investment in concrete curbing that will have to be demolished within five years to facilitate <br />the expansion. <br /> <br />Ms. Frolik noted the location of the garbage dumpsters and landscaping which was reviewed by <br />the Parks/Utilities Supervisor who recommends additional plantings which the application agrees <br />with. Ms. Frolik stated the Planning Commission recommends site plan approval with a <br />temporary bituminous curb along the east property line and contingent upon compliance with the <br />City Staff review letter which will include relocating the waste enclosure, adding trees to the <br />north property line, and providing an acceptable lighting plan. City Staff recommends that the <br />bituminous curb along the east property line be replaced with a concrete curb if the expansion to <br />the east does not occur within a five year time frame. <br /> <br />Councilmember Haas Steffen asked what is between Armstrong Boulevard and this site. <br /> <br />Ms. Frolik stated that Shorewood RV is in that location. <br /> <br />Hal Pierce, architect for the applicant, presented a colored rendering of the building exterior. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to grant site <br />plan approval to Holiday R.V. contingent upon compliance with the City Staff review letter <br />dated May 28, 1998, and replacement of the bituminous curb in five years if expansion of the <br />facility does not occur. <br /> <br />Motion Carded. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beahen, Beyer, and <br />Haas Steffen. Voting No: None. <br /> <br />Mayor Gamec complimented the applicant on this attractive project and welcomed them to the <br />City of Ramsey. <br /> <br />City Council/June 9, 1998 <br />Page 12 of 27 <br /> <br /> <br />
