do interviewing. <br /> <br />Councilmember Beyer stated the Council got the information on the application for the corporal <br />position. <br /> <br />Councilmember Haas Steffen stated she does not support advertising for the corporal position at <br />this time. <br /> <br />Councilmember Beahen stated that the Council is being asked to create a unit that would have a <br />quasi leadership and asked who would, in fact, lead this unit if not for someone assigned. She <br />stated if someone is assigned then there should be justification for that assignment such as being <br />a corporal. Councilmember Beahen stated she is not objecting to moving forward but if this unit <br />is to be created it needs appropriate leadership and it would lend consistency to have a corporal <br />in that position. She noted the corporal position was discussed at the work session as well. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to authorize the <br />creation of a Volunteer Public Safety Aide Unit effective immediately on a trial basis until June, <br />2000, at which time the program will be evaluated to determine its future. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman, Beahen, and <br />Haas Steffen. Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to authorize the <br />creation of a corporal position responsible for establishing and maintaining the Volunteer Public <br />Safety Aide Unit as well as regular patrol duties. <br /> <br />Motion Carried. Voting Yes: Mayor Gamee, Councilmembers Beyer, Zimmerman, and Beahen. <br />Voting No: Councilmember Haas Steffen. <br /> <br />Councilmember Haas Steffen noted this is June 9, mid-year, and the City is adding or promoting <br />personnel which opens the door for other units to come in with the same request. She stated that <br />at budget time she will be talking about outcome budget and if departments are getting to goals <br />and objectives. <br /> <br />Acting Finance Director Lund noted this will be included with the budget amendments at the <br />next Council meeting and will be listed separately. <br /> <br />Case #13: <br /> <br />City of Ramsey vs Thomas and PattiAnn Kurak et. al.
