Motion Carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />Case #12: Report from Personnel Committee <br /> <br />1) Authorize Creation of Volunteer Public Safety Aide Unit <br /> <br />Administrative Services Manager Waite Smith advised that a brief Personnel Committee meeting <br />was held to consider this issue but she is not sure what the pleasure of the Committee is. <br /> <br />Mayor Garnet stated he knows this is something of interest and he believes it is on a trial basis <br />and important to get started. He asked when the corporal position would be added to coordinate <br />this program. Mayor Gamec stated this may take quite a bit of time to coordinate and the <br />volunteer work is available to start in October, but it may be a year to two years to get people <br />into that program. He stated that he believes this is a good program which will get more <br />volunteers involved but someone has to be in charge of it. He asked if the corporal position will <br />fill in while Sergeant Way is gone. <br /> <br />Police Chief Gustafson stated this is correct. <br /> <br />Councilmember Haas Steffen stated she understands the recommendation to create a Volunteer <br />Public Safety Aide Unit and that training is needed but she would not support authorizing the <br />corporal position at this time until the Council can discuss this issues and others with the Police <br />Chief. <br /> <br />Mayor Gamec asked if aides would be advertised for right away. <br /> <br />Chief Gustafson stated they would and this is why he feels the corporal position is important <br />since it will take a lot of work and time from someone until the volunteers are trained. He noted <br />that additional activity should not go unrewarded. Also, background and experience in giving <br />work assignments is needed so when the academy occurs it will not place an untrained officer <br />into a quasi supervisor position. Chief Gustafson noted that the quickest way to be in litigation is <br />to be either ill-trained, untrained, or unsupervised. <br /> <br />Councilmember Haas Steffen stated she is not suggesting any of those things should go without <br />consideration nor suggesting anyone should perform duties over and above without <br />compensation. She stated that she is requesting the ability to discuss with the Police Chief how it <br />is getting done in other departments and if possible to leave assignment duty up to the Police <br />Chief. <br /> <br />Councilmember Beyer stated her support for starting the program now and noted the procedure <br />in creation of the job description, advertising for public safety aides, and applying, can be <br />answered during that time. <br /> <br />Councilmember Haas Steffen indicated support to start recruiting, advertise, and decide how to <br /> <br />City Council/June 9, 1998 <br />Page 25 of 27 <br /> <br /> <br />
