homeowners to hook up to City sewer and water and had the first amendment not passed,
each of these three homes would have been assessed from $20,000 to $37,000. He added
that Bernie Steffen drafted a proposed Charter amendment and Natalie Haas Steffen
chaired the committee to try to defeat the amendment proposed by the residents. Mr.
Hendriksen stated it is dishonest for Council to say that the City has never forced anyone
to hook up to City utilities. He believed that Case #4 and #5 are trying to circumvent the
first Charter amendment. He suggested to the audience that "if we allow the City to un-
do the protection in the first amendment, they will attack the second amendment also".
He stated that this amendment saved the Haubrich's and prevented the City from making
people hook up to unwanted City services,

City Attorney Goodrich asked to add Case #16: Approve Appraisal Received in the City
of Ramsey vs Kurak Condemnation.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to
approve the agenda as amended.

Motion carried.
